PROCLAMATION – CITY OF CLINTON, IOWA EMERGENCY PROCLAMATION (includes a few changes/updates from earlier statement & includes state emergency declaration information)

WHEREAS, COVID-19 poses a serious threat to the public health and safety of the City of Clinton, Iowa as outlined by the Center for Disease Control (“CDC”); and

WHEREAS, the Iowa Department of Public Health (“IDPH”) has now determined that community spread of COVID-19 has occurred in the State of Iowa; and

WHEREAS, the Hon. Governor Kim Reynolds has issued a State of Public Health Disaster Emergency outlining specific steps and requirements to combat the spread of COVID-19; and

WHEREAS, Section 372.14(2) of the Code of Iowa grants the Mayor powers to declare an emergency and govern through proclamation to protect the health and safety of the citizens of Clinton.

NOW, THEREFORE, I, Scott Maddasion, Mayor of the City of Clinton, Iowa, do hereby proclaim the following:

  1. That a state of emergency or public danger exists within the City of Clinton because of the threat of the spread of the COVID-19 virus.
  2. That based upon the advice of the CDC and other public health agencies, and pursuant to the State of Public Health Disaster Emergency issued by the Hon. Governor Reynolds, I hereby declare the following:
  3. City Hall: The 1st floor of City Hall will remain open, the 2nd floor will be closed. All customers at City Hall should proceed to the Finance Department.
  4. Council Meetings: Due to the mass gathering recommendation, the public will only be able to participate in Council meetings via a conference call and will be unable to attend in person. A call-in number will be provided with all agendas posted.
  5. Police and Fire: No tours at any Fire Station until further notice. The Police reporting area remains open.
  6. Building & Neighborhood Services: Closed to walk-in customers. Customers are to call 563-244-3360 to receive permits electronically. Non-essential rental and building inspections will be postponed until after April 13.
  7. Bus (MTA) service: Remains open. Due to the Clinton Community School canceling classes, the MTA will change to summer hours until classes resume. This only affects two routes: the Hill and Branch Lines. The Branch will operate from 6:00 a.m. until 6:00 p.m., alternating with the Hill Line from 8:00 a.m. to 4:00 p.m. The Hill Line will run at the top of the hour (:00) and the Branch Line will operate on the bottom of the hour (:30). The changes will be that there will be no Hill Line before 8:00 a.m. or at 8:30 a.m., 3:30 p.m. and 4:30 p.m. and no Branch at 8:00 a.m., 3:00 p.m. or 4:00 p.m.
  8. Ericksen Community Center: All operations closed to the public until March 31, 2020, except front office operations. Front office will continue to process rentals and registrations. Eagle Point Park Lodge and Ericksen Community Center reservations canceled through April 13 – refunds to be issued.
  9. Clinton Public Library: Libraries are closed to the public until March 31, 2020.
  10. Solid Waste: No interruption of services for garbage or recycling pick up. Collection will occur as normal.
  11. Boards/Commissions/Committees: All non-essential meetings canceled.
  12. That the City of Clinton, Iowa acknowledges the guidelines in the Hon. Governor Kim Reynolds’ proclamation, including but not limited to:

Restaurants and Bars: All Restaurants and Bars are hereby closed to the general public except that to the extent permitted by applicable law, and in accordance with any recommendations of the Iowa Department of Public Health, food and beverages may be sold if such food or beverages are promptly taken from the premises, such as on a carry-out or drive-through basis, or if the food or beverage is delivered to customers off the premises.
  14. Fitness Center: All fitness centers, health clubs, health spas, gyms, aquatic centers are hereby closed.
  15. Theaters: All theaters or other performance venues at which live performances or motion pictures are shown are hereby closed.
  16. Casinos and Gaming Facilities: All casinos and other facilities conducting pari-mutuel wagering or gaming operations are hereby closed.
  17. Mass Gathering: Social, community, spiritual, religious, recreational, leisure, and sporting gatherings and events of more than 10 people are hereby prohibited at all locations and venues, including but not limited to parades, festivals, conventions, and fundraisers. Planned large gatherings and events must be canceled or postponed until after termination of this disaster.
  18. Senior Citizen Centers and Adult Daycare Facilities: All facilities that conduct adult day services or other senior citizen centers are hereby closed.
  19. That this Proclamation of Emergency may be modified and/or superseded by future proclamation of the Office of the Mayor Clinton as future events warrant.
  20. That any violation of any proclamation of the Office of the Mayor of the City of Clinton, Iowa shall be enforceable by the Clinton Police Department and any violation of the same shall be a violation of State law and criminally prosecuted as such and further subject to a court action seeking immediate relief to enjoin the behavior.
