Clinton Mayor issues updated proclamation

PROCLAMATION- CITY OF CLINTON, IOWA EMERGENCY PROCLAMATION
WHEREAS, COVID-19 poses a serious threat to the public health and safety of the City of Clinton, Iowa as outlined by the Center for Disease Control (“CDC”); and
WHEREAS, the Iowa Department of Public Health (“IDPH”) has now determined that community spread of COVID-19 has occurred in the State of Iowa; and
WHEREAS, the Hon. Governor Kim Reynolds has issued a State of Public Health Disaster Emergency outlining specific steps and requirements to combat the spread of COVID-19; and
WHEREAS, Section 372.14(2) of the Code of Iowa grants the Mayor powers to declare an emergency and govern through proclamation to protect the health and safety of the citizens of Clinton.
NOW, THEREFORE, I, Scott Maddasion, Mayor of the City of Clinton, Iowa, do hereby proclaim the following:
1. That a state of emergency or public danger exists within the City of Clinton because of the threat of the spread of the COVID-19 virus.
2. That based upon the advice of the CDC and other public health agencies, and pursuant to the State of Public Health Disaster Emergency issued by the Hon. Governor Reynolds, I hereby declare that all City buildings will be closed to the public beginning on Monday, March 23, 2020. Contact information for departments during closure is as follows:
A. Airport: Remains open but restrictions exist. Call 563-242-3292 for more information.
B. Board and Commission Meetings: All non-essential City board and commission meetings have been cancelled. Essential meetings will be held via conference call. All agendas will be posted to the front glass of City Hall and will contain a dial-in number and access code for the public to participate.
C. Building & Neighborhood Services: Customers are to call 563-244-3360 to receive permits electronically. Non-essential rental and building inspections will be postponed until further notice.
D. City Clerk: Customers are to call 563-244-3421 to receive licenses and permits electronically, and for Council and Committee of the Whole meeting information. Bids are mailed to City Clerk’s Office, City Hall, P.O. Box 2958, Clinton, IA 52733-2958. Bid openings will occur in the center area of the City Hall parking lot.
E. Council Meetings: Not open to the public. Residents who wish to speak at a Council meeting are to use the dial-in and access code information at the top of Council and Committee of the Whole agendas. All Council and Committee of the Whole meetings are live-streamed on YouTube (and can be viewed any time 24/7 after the meetings conclude). All agendas will be posted to the front glass of City Hall.
F. City Engineering Department: Customers are to call 563-244-3423 to receive permits and to ask questions on current projects. Bids are mailed to City Engineer’s office, City Hall, P.O. Box 2958, Clinton, IA 52733-2958. Bid openings will occur in the center area of the City Hall parking lot.
G. Finance Department: Payments can be made online or placed in the drop box across from City Hall. Customers are to call 563-242-7545 for assistance with making online payments.
H. Fire Department: Customers are to call 563-242-0125 for non-emergency matters. For questions pertaining to COVID-19, residents are to call 2-1-1. MercyOne is also answering questions pertaining to COVID-19, residents are to call 563-244-5055, with questions answered by MercyOne staff from 8AM-5PM, Monday through Friday. Fire Departments are closed to the public until further notice.

J. Parks and Recreation Department: Eagle Point Lodge and Ericksen Community Center reservations are being cancelled through April 30 and refunds will be issued. For special events, registrations, or other inquires please contact
Parks and Recreation staff at 563-243-1260. All playground equipment, basketball courts, pickle ball courts, and volleyball courts, along with other gathering spots for sports, open air shelters, and other facilities or amenities where group gatherings are typically held will be CLOSED starting at 4:00 p.m. April 2, 2020 until further notice. The Clinton Police Department will enforce this closure.
K. Police Department: Customers needing to make a police report, make a hit and run report or for general information should call 563-243-1458. Customers needing a copy of an incident report, accident report or for background checks should call 563-243-1456. Customers needing a towed vehicle released, or the release of property/evidence (by appointment only) should call 563-243-1457. Customers are instructed to use the drop box for any paperwork for the Police Department.
L. Transit/MTA: The Municipal Transit Administration (MTA) will be reducing hours to help ensure the safety of its employees and riders during the COVID-19 pandemic. The MTA highly recommends the public to stay at home and not take unnecessary trips. Passengers should only take necessary trips for food and/or medical needs. The route schedule reductions will begin on Thursday, April 2, 2020 until further notice. If a passenger has an essential need for transportation outside of the reduced service hours, please call 563-242-3721, and every attempt to accommodate the need will be made.
Passengers with smart phones are able to see the locations of the fixed bus routes by saving the link “Live Map” Where’s my bus? from the MTA website.
The hours of operation for Monday thru Friday will be 6:00 am to 10:00 am and 2:30pm to 5:30pm.
Main Avenue will operate at 6, 6:30, 7:30, 8:30, 9:30am then stop until resuming at 2:30, 3:30, and 4:30, and 5:00 pm if needed.
Camanche Ave will operate at 7:00, 8:00, and 9:00 am, then stop until resuming at 3:00 and 4:00 pm.
Branch Line will operate at 6:30 and 7:00am, 3:30 and 4:00 pm
Hill Line will not operate.
13th Ave N will not operate.
Lincoln Way Shuttle will not operate.
Additionally, requests will be taken from 6:30 to 9:30 am and 2:30 to 5:00 pm and every effort will be made to accommodate a pickup at a location on a normally operated route.
Saturday fixed route bus service will be on request only and only for necessity trips (work, food, medical). Call 563-242-3721 to request a ride.
M. Street / Solid Waste Department: No interruption of services for garbage or recycling pick up. Collection will occur as normal. For questions regarding garbage or recycling collection, customers are to call 563-594-6759. Yard waste collection will resume the week of April 6th.
N. Water Pollution Control: No interruption of services. Customers are to call 563-243-4064 to report a sewer backup, catch basin, storm drain or manhole issue or for questions pertaining to the levee/flooding. At this time, the Department is only responding to sewer backups.
3. That the City of Clinton, Iowa acknowledges the guidelines in the Hon. Governor Kim Reynolds’ proclamation, including but not limited to:
“SECTION FOUR. Pursuant to Iowa Code § 135.144 (3), and in conjunction with the Iowa Department of Public Health, unless otherwise modified by subsequent proclamation or order of the Iowa Department of Public Health, I hereby extend the following orders until 11:59 p.m. on April 7, 2020:
A. Restaurants and Bars: All Restaurants and Bars shall continue to be closed to the general public except that to the extent permitted by applicable law, and in accordance with any recommendations of the Iowa Department of Public Health, food and beverages may be sold if such food or beverages are promptly taken from the premises, such as on a carry-out or drive-through basis, or if the food or beverage is delivered to customers off the premises.
B. Fitness Centers: All fitness centers, health clubs, health spas, gyms, aquatic centers shall continue to be closed.
C. Swimming pools: All swimming pools and spas, wading pools, water slides, wave pools, spray pads, and bath houses, as defined in Iowa Code § 135I.1, shall continue to be closed.
D. Salons: All salons, including all establishments providing the services of cosmetology, electrology, esthetics, nail technology, manicuring, and pedicuring, all as defined in Iowa Code § 157.1, shall continue to be closed.
E. Medical spas: All medical spas, as defined in Iowa Admin Code § 653-13.8(1), shall continue to be closed.
F. Barbershops: All Barbershops, as defined Iowa Code § 158.1, shall continue to be closed.
G. Tattoo establishments: All Tattoo establishments, as regulated by Iowa Code § 135.37, shall continue to be closed.
H. Tanning facilities: All tanning facilities, as defined by Iowa Code § 136D.2(5) shall continue to be closed.
I. Massage therapy establishments: All establishments where an individual is practicing massage therapy as defined by Iowa Code § 152C.1(3) shall continue to be closed.
J. Theaters: All theaters or other performance venues at which live performances or motion pictures are shown are hereby closed.
K. Casinos and Gaming Facilities: All casinos and other facilities conducting pari-mutuel wagering or gaming operations are hereby closed.
L. Senior Citizen Centers and Adult Daycare Facilities: All facilities that conduct adult day services or other senior citizen centers are hereby closed.
M. Mass Gatherings: Social, community, spiritual, religious, recreational, leisure, and sporting gatherings and events of more than 10 people are hereby prohibited at all locations and venues, including but not limited to parades, festivals, conventions, and fundraisers. Planned large gatherings and events must be canceled or postponed until after termination of this disaster.
ADDITIONAL NONESSENTIAL RETAIL CLOSURES
SECTION FIVE. Pursuant to Iowa Code § 135.144 (3), and in conjunction with the Iowa Department of Public Health, unless otherwise modified by subsequent proclamation or order of the Iowa Department of Public Health, I hereby order that effective 10:00 p.m., March 26, 2020, and continuing until 11:59 p.m. on April 7, 2020, the following nonessential retail establishments shall be closed:
A. Bookstores;
B. Clothing stores;
C. Shoe stores;
D. Jewelry stores;
E. Luggage stores;
F. Cosmetic, beauty, or perfume stores;
G. Florists; and
H. Furniture and home furnishing stores.
This closure order does not affect other retail establishments, such as discount stores, grocery stores, or pharmacies that sell these goods in addition to other essential food, medical supplies, and household goods.”
4. That this Proclamation of Emergency may be modified and/or superseded by future proclamation of the Office of the Mayor Clinton as future events warrant.
5. That any violation of any proclamation of the Office of the Mayor of the City of Clinton, Iowa shall be enforceable by the Clinton Police Department and any violation of the same shall be a violation of State law and criminally prosecuted as such and further subject to a court action seeking immediate relief to enjoin the behavior.
