The Clinton County Board of Supervisors have their usual Monday morning meeting at the Lincolnway Villa Assisted Living Center on East Lincolnway in Wheatland.
In addition to the normal business the board will have several presentations. Starting at 9:30 a.m. there will be presentation on a Therapy Dog program by Jennifer Pankner. There also will be 9:45 a.m. presentation by Seniors versus Crime Director Randy Meier. Clinton County Conservation director, Walk Wickham, will make a presentation at 10 a.m.
Assisted living tenant Alice Green will make a presentation on “Growing Up in Clinton County at 10:15 a.m. while at 10:30 a.m. Assisted Living tenant Harold Fischer will make a presentation “About Clinton County’s Past.”

Members of the Fulton City Council will meet at 5:30 this evening (Monday) at City Hall. Agenda items include electrical rates for the water and wastewater treatment plants and the marina fund budget,
Members of area school boards will meet this evening (Monday)
The River Bend School Board will meet in the Fulton district office at 6:30 this evening. There will be a lengthy presentation of student learning data review. The board will also discuss the 2012 tax levy projections and the tentative request. The monthly enrollment will also be discussed. School board members will also an improvement plan for Fulton High School and a district improvement plan.
The Camanche School Board will meet at 7:30 this evening (Monday) at the Administrative Center. They will receive a report on the district program for at risk students. Board members will also receive an audit report from fiscal year 2012.

The Eastern Iowa Community College Board of Directors will meet at 7 this evening in the Ellis Vetter Room (306 West River Drive, Davenport. The board governs the Clinton Community College along with the Muscatine Community College and Scott Community college

On Tuesday morning the Clinton City Council Internal Operations Committee meets at 9:30. Mayor Mark Vulich says at that meeting he will question a funding request from the Clinton Humane Society. Vulich, in a memo to council members and the news media, said that the 120-thousand dollar annual subsidy request was “an outrageous request.” Vulich states in the memo that, according to information supplied to the City, the Humane Society is asking the City to pay approximately 86 percent of the services and staff costs. This, according to Vulich, does not include the fees the City pays for animals that the City brings into the Humane Society facility.
Mayor Vulich says in the memo that, considering the already heavy tax burden on the citizens and major cutbacks the City has made in the past year, this rate request is one that Vulich will veto as Mayor if it would be passed by the City Council. Should the agreement be passed unanimously by the City Council and the Mayor’s veto could not be applied, Vulich stated he will never sign the document.
The Mayor has advised City Attorney Jeff Farwell to explore the City’s legal obligation for animal control and approach options which would include the City starting our own “Dog Pound” Vulich adds that thorough consideration must be given to this issue.
Also on that agenda is the issue of establishing a ‘chain of command’ in the absences of the city administrator and/or city attorney, the cost of the proposed study of library facility enhancements, and an update on sewer billing
