Mayor vetoes council actions on Humane Society (Clinton) -- Late Monday the mayor issued vetoes actions of the council on two actions concerning the Clinton Humane Society. Links included to the messages Actions involving the Clinton Humane Society approved by the Clinton City Council at their recent meeting have been vetoed by Mayor Mark Vulich.
The mayor issued veto messages late this afternoon (Monday) on the agreement with the Humane Society for continued services and for the committee that was approved to discuss a new deal with the agency.
In his veto message on the agreement for services, the mayor stated the increase in fees from 65-thousand dollars to 120-thousand dollars was outrageous and unrealistic.
The mayor continued that the Humane Society was unwilling to negotiate and he could not accept the approach that gave no concern to the impact on the city’s budget and citizens. The mayor also pointed out the proposal from a local veterinarian to provide the statutory services for 80-thousand dollars less should not be overlooked.
The mayor concluded that the citizens can not be asked to pay higher taxes and there has to be a –as he wrote – a point where draw a line in the sand and say ‘no.’
Vulich acknowledged the veto may be overridden by the council, but he felt an obligation to the citizens to show the he feels their pain as their tax bills go higher do what he can to reduce them.
The mayor issued a second veto message-this one concerning the committee proposed by Ed O’Neill representing the Humane Society, to discuss a new deal he said would lower the city’s cost. He was critical of O’Neill’s proposal and the financial numbers he used. Vulich pointed out what he saw as flaws in the plan and that the promised savings would not develop.
