A request for proposal for providing animal control services to the city of Clinton can now be developed. Meeting Tuesday the council chose a level of service for consideration.
City Finance Director and Interim City Administrator Jessica Kinser says the council chose an option that the provider would house animals-including cats and dogs and wild animals that the city Animal Control Officer has picked up – but the city would not pay for animals dropped by the general public.
The service would include adoption placement if possible and euthanasia.
The issue of animal control services has been issue for weeks and discussed at many meetings of the council with the Clinton Humane Society seeking an increase in the city subsidy from 65-thousand to 120-thousand dollars. In the latest series of actions the mayor vetoed the council’s approval of the contract and the council last week did not have the votes to override the veto. That left the city with no provider for the service.
The council also considered a service level that was the statutory minimum that would have been housing only dogs running at larger without proof of rabies vaccinations and animals that have bitten someone and dangerous dogs. Another service level considered would have included all animals picked up by the city and the city paying for animals dropped off at the provider by the public.
