The Clinton City Council is recommending City Administrator Jeffrey Horne resign.
The action came after an about 15 minute closed session this morning with Horne. The council met in the special session to review the job performance of the administrator and Horne requested the session be closed at the meeting. The vote for the closed session was 5 to 1 with Paul Gassman the ‘no’ vote and Jennifer Graf was absent.
Horne has been on leave for past several weeks for personal reasons, with no other explanations given.
After the closed session City Attorney Jeff Farwell told the council that according to the employment agreement the council had three options. Those included retaining the city administrator, terminating his services which included a six month salary payment-and carrying health benefits for the six months but excluded other benefits and a third option is to recommend a resignation which carried the same settlement as the termination.
The council approved the option to recommend the resignation with the six month salary to be paid on the regular city payment schedule of a bi-monthly basis. There was no discussion on the issue and it was approved by a 6 to zero with council member Jennifer Graf absent from the meeting
Mayor Mark Vulich report late this afternoon there had been no resignation submitted and there would not be any action on the topic on the agenda for Tuesday’s business meeting on for consideration.
