Clinton City Administrator Horne Resigns

(Clinton) -- The Clinton City Administrator has resigned.

An announcement from Mayor Mark Vulich stated that “at 4:29 P.M. November 16, 2012, Jeffrey Horne submitted his resignation as City Administrator of Clinton, Iowa. This resignation is subject to City Council acceptance.” Horne has been on what has been described as “personal leave” for the past few weeks. No other information has been released about that leave. The council met with Horne in a closed session earlier this week and then asked for his resignation. The request for a resignation means Horne will receive six months pay and family health insurance coverage for six months. In voting to ask for the resignation the council stated the payments should be made on the regular city pay schedule over the six months instead of a lump sum. Earlier in the afternoon the Mayor issued another memo to the council outlining the process of selecting a new City Administrator if a resignation is submitted and accepted. Vulich said he has asked the topic of a procedure to select a new City Administrator be placed on the November 27th Committee of the Whole meeting. Vulich said the Mayor and all Council must be included in all discussion of how they wish proceed. With experience of three previous processes of selecting a City Administrator, Vulich offered a historical background of past practices. He said the Council has approved the formation of a special committee composed of the Mayor and three council members appointed by the Mayor and approved the Council. Vulich said the committee would develop a plan for the process of filling the post and bring the suggested plan back to the full Council at the November 27th meeting. That plan, the mayor stated, would include how the City Administrator Duties will be handled during the search process. Vulich t said it would not be unrealistic to assume that it could be six months before a new City Administrator could be hired. He concluded that the Council needs to make a well informed decision on the next city administrator and much additional discussion will need to take placed. (Horne, in an interview with KROS RADIO NEWS, said he wished the city well and had no hard feelings)
