Clinton City Administrator Matt Brooke will be leaving the job (Update)

Information KROS NEWS first reported Monday that Clinton City Administrator Matt Brooke will be leaving the job has been supported by the city issuing a news release Tuesday morning.(see complete news release below)

Before the news release was issued Clinton City Legal Counsel Pat O’Connell confirmed to KROS NEWS this situation could be termed a ‘resignation agreement’  He told KROS NEWS the council asked for the City Administrator’s resignation and he agreed to the terms.  The City Legal Counsel said it was a small group of council members who first approached Brooke about the issue.  O’Connell says more details will be included in a termination agreement that will be made public.  In his communications with KROS on the issue, O’Connell indicated no open meetings or communication laws were violated.

Clinton Mayor Scott Maddasion promised KROS NEWS the agreement will be released today.  He said an illness in the office Monday delayed issuing the document.  KROS NEWS will report on the details of the agreement when the document is made available.

O’Connell said the terms of the agreement are simple and will be open to the public.

Maddasion said no decisions have been made on operating on interim basis.  The Mayor added the issue of how to fill the position on a full-time basis will be the topic of a discussion at a future meeting.

This issue was the topic of the City Council closed session last Friday. O’Connell told KROS NEWS it was a 7-0 vote to accept the final agreement.

City Administrator Matt Brooke Announces Resignation Effective March 24

Clinton, Iowa — City Administrator Matt Brooke has submitted his formal resignation, effective March 24, 2026, consistent with the terms outlined in a mutually approved separation agreement.

Brooke has served as City Administrator since 2016. During his tenure, the City advanced major initiatives that strengthened infrastructure, improved public safety, expanded economic development, modernized City operations, and enhanced quality of life for residents.

Under Brooke’s leadership, the City completed several high‑impact projects, including the establishment of federally approved Quiet Zones, expansion of community Fiber Optics, and implementation of Single Stream Recycling. Significant roadway and corridor improvements were completed along Manufacturing Drive and Bluff Boulevard, and the City advanced industrial development at the Rail Park—supporting major investments from Atlas, Super 8 Logistics, and other employers.

Financial management also improved during Brooke’s tenure, with strengthened budgeting practices, long‑term capital planning, and enhanced transparency in City operations. The City continued to invest in amenities and community enhancements, including new public art installations, accessibility upgrades, recreational improvements, and the removal of numerous blighted and nuisance properties.
