The City of Clinton would like to provide an update on ongoing construction activities associated with the South Bluff Boulevard improvement project.
College Avenue & South Bluff Boulevard Closure
The intersection of College Avenue and South Bluff Boulevard is scheduled for reconstruction beginning August 31, 2026, through September 21, 2026. During this time, the intersection will be closed to all traffic.
Motorists are encouraged to use the designated detour routes, including:
2nd Avenue South to South 4th Street, Mill Creek Parkway
The purpose of this closure is to complete all remaining underground utility work and street paving at the intersection. Completing this work now will ensure that the intersection will not require an additional closure later in the South Bluff Boulevard project.
Updates on Nearby Construction Areas
South 19th Street & Manufacturing Drive
Construction of the roundabout at South 19th Street and Manufacturing Drive continues, with concrete work currently underway. This phase of the project is expected to be open to traffic by September 30, 2026.
Manufacturing Drive & South 21st Street
The contractor is currently completing curb and gutter installation, driveway reconstruction, bridge approach work, and intersection improvements at South 21st Street. This area is anticipated to be open to traffic by October 31, 2026.
To maintain access during construction, the intersection of South 21st Street and Manufacturing Drive will remain open to the public, providing access to:
Clinton High School EAC, Mississippi Bend Area Education Agency (AEA), Focus
Iowa American Water, Access to Local Businesses
Businesses located along Manufacturing Drive remain accessible. Directional signage has been installed to guide motorists using the following routes:
Mill Creek Parkway → Harts Mill Road → Manufacturing Drive
South 14th Street → 13th Avenue South → Manufacturing Drive
The City of Clinton appreciates the public’s patience and cooperation as these important infrastructure improvements are completed. Motorists are encouraged to use caution in construction zones, follow posted detours, and allow extra travel time when navigating through the area.
