ROAD CONSTRUCTION NOTICE: MANUFACTURING DRIVE
Date: September 22, 2025
The City of Clinton and our contractors are working on many different phases of the Manufacturing Drive Project. Various sections of the street are expected to open to traffic over the next month or so.
Current Construction Activities:
• North End (Connection to Bluff Blvd & College Avenue) – Paving is scheduled this week and open to traffic by the end of September.
• South End (Purina Pet Care to RR tracks) – This section of roadway is scheduled to be completed by October 15th, meaning local traffic will be able to drive to their destinations from each end of the project.
Please see the attached map depicting the schedule for Manufacturing Drive, including current work in blue.
Road Closures & Detours:
To ensure public safety and facilitate construction, Manufacturing Drive will be closed to through traffic between Highway 30 and College Avenue throughout the duration of construction. Drivers should follow the following designated detour routes using South14th Street and Highway 30 as a global detour around the project area.
Clear signage will be placed along the affected areas to direct traffic. Commuters should anticipate delays and consider alternate routes. Emergency vehicles will have access as needed.
Upcoming Road Closures:
• October 1 – December 15, 2025 (Manufacturing Drive from South 21st Street to Manufacturing Court
This block of Manufacturing Drive will be completely closed to traffic to facilitate full roadway construction including storm sewer, concrete curb & gutters, asphalt roadway, and portions of South 21st Street intersection.

2026 Construction:
• The bridge over Mill Creek will be under construction from February 2nd to September 15 of 2026. This phase of construction includes all pavement between the Purina Pet Care front entrance and the intersection of South 21st Street.
• The Roundabout at South 19th Street will be under construction from April 1 to November 30 of 2026. Crews will begin at the north leg of the roundabout, so that access is provided from South 19th Street to 15thAvenue South for the duration of the remainder of roundabout construction.
• The intersection of South 21st Street will be under construction from April 1 to November 30 of 2026. Crews will construct this intersection in phases as necessary to provide access to local businesses throughout construction, including the Clinton Schools EAC, MBAEA, Focus Services, and Iowa American Water.

Concurrent Utility Work
September 22 to December 15th (Bluff Blvd from South 14th Street to 7th Avenue South)
Iowa American Water is replacing all infrastructure on Bluff Blvd between South 14th Street & College Avenue, in preparation for the upcoming Bluff Blvd Project. Intermittent road closures will persist throughout the remainder of this year throughout this area. Iowa American Water will not fully close any portion of Bluff Blvd until the connection from Manufacturing Drive to Bluff Blvd is reestablished.
Access to Local Businesses for remainder of 2025:
Some access to local businesses will be reestablished this month, while others will be impacted for the remainder of the project. Use the following alternate business routes for access:
• South 14th Street to 13th Avenue South for access to Today’s Dental, Metal Tech, All Pets Mobile Clinic, & Lundin’s Auto Spa.
• Highway 30 to South 19th Street for access to IMS chiropractic, Clinton Floral, China One, & Ray’s Timeout.
• Clinton Liquor, Cornerstone Wellness, & Bob’s One Stop – Continue through road closure on Bluff Blvd from South 14th Street or come from College Avenue
• Beginning October 15th, access to the following businesses will be restored from Highway 30: Purina Pet Care, Eastern Iowa Tire, Awesome Car Wash, Brent’s Firehouse Coffee
Temporary signage is in place to guide customers to businesses. Please review the detour map attached to this press release for further information. We appreciate the community’s patience and support during this period.
