Update on Odor Concerns Related to the Clinton Regional Water Reclamation Facility (RWRF):

The City of Clinton is addressing recent odor concerns reported throughout the region. The City has received an increased number of calls from residents in the past week, and we want to provide clear, factual information about what is occurring and what is being done to resolve the issue.

What Caused the Odor Increase:

The RWRF recently experienced two conditions that contributed to stronger‑than‑usual odors:

High‑Strength Industrial Load (“Sugar Slug”):
A high‑strength load entered the treatment system. This type of material naturally produces rapid gas generation during breakdown, temporarily increasing odor levels until the biological system stabilizes.

Commissioning Activities at the New Facility:
The facility is currently in the startup phase of a major, multi‑year upgrade. To activate the biological treatment process, additional seed material has been delivered. These materials, combined with open‑air process points, can produce noticeable odors at certain stages.

Wind conditions during this period further carried odors beyond the treatment site.

What Is Being Done:

City staff and plant operators are closely monitoring conditions to minimize impacts. As the biological system continues to stabilize and gas‑handling systems (including the flare) come fully online, odors are expected to decrease significantly. Additional operational adjustments are being made to manage high‑strength industrial loads and reduce odor peaks during startup activities.
