The City of Clinton is addressing recent odor concerns reported throughout the region related to
operations at the Clinton Regional Water Reclamation Facility (RWRF). The City of Camanche has also
received an increased number of calls from residents over the past week and wishes to clarify its role and
awareness regarding this situation.
The City of Camanche was not made aware of the conditions at the RWRF that led to the odor impacts
prior to the onset of the odors. The RWRF is owned and operated by the City of Clinton, and all
operational decisions, corrective actions, and odor mitigation efforts are the responsibility of the City of
Clinton.
What Caused the Odor Increase
According to information provided by the City of Clinton, the RWRF experienced two conditions that
contributed to stronger than usual odors. The facility is currently in the startup phase of a major, multi
year upgrade. To activate the biological treatment process, additional seed material has been delivered.
These materials, combined with open-air process points, can produce noticeable odors at certain stages of
startup. Wind conditions during this period further carried odors beyond the treatment site.
The City of Clinton reports that plant operators are monitoring conditions and implementing operational
adjustments to reduce odor impacts. As the biological system stabilizes and gas-handling systems,
including the flare, become fully operational, odor levels are expected to decrease.
The City of Camanche will continue to share information with residents as it is received. The City of
Clinton is responsible for implementing and communicating all remedial actions related to the RWRF.
The City of Camanche remains committed to protecting the quality of life of its residents and advocating
for timely communication and effective solutions. We appreciate the patience of residents while the City
of Clinton works to resolve issues associated with the operation and startup of this regional facility
